At least this is what the Nokia 3310 uses for a voice call. OpenBSC should than allocate a TCH for it.

True, and our channel allocator will allocate a TCH/F if we have no (free) TCH/H available. Yeah, setting NECI=1 sounds like a possible workaround. I wonder if NECI=1 is set on real networks as well. :)
