No, we do not have the full power. There is one thing we can not do with the 08.08 approach unless we add something non standard. Right now we would not be able to submit on a SAPI that was not established yet. It might be more easy to add IEs for custom behavior than implementing everything.
Which leaves us with the RSL or the 08.08 based approach. I'm still undecided :/
