Is there a way to add subscribers by just using their IMEI, this is a lot easier to obtain the the IMSI.
I can see there is and Equipment and EquipmentWatch table in hlr.sqlite in the Osmo-NITB folder, but there is no Authorised field like in the Subscribers table.

No, you could add subscribers only by IMSI, as it's how they are addressed in the network. You could also allow open registration to register mobiles and then turn it back to closed registration. Or you could implement this feature - sources are here :)
