Is it possible to get the Network Measurement Reports (NMRs) (This report comprises of Serving and neighboring cell-id , received signal strengths, timing advance, time of arrival values etc) of a particular Number/IMSI using OpenBSC. I am aware that we get these fields from the normal BSC.

In which format would you need the data? This data is needed by the BSC only for reasons of hand-over, and as OpenBSC/OsmoNITB implements the BSC, there is normally no reason for exposing them.
I am aware that we get these fields from the normal BSC.
What is the 'normal BSC'? Which interface is that data made available?
Are you aware of any standard interface to do so?
Also: Have you seen the 'logging level meas debug' output of OpenBSC?
