I work for a mobile operator and we are working on R&D to improve the quality of our network. For our R&D we required a open BSC, is there any one who sells open BSC. If there is anyone then our company is willing to buy one.

this is a Free Software Project[1]. For the BSC we are using the "GNU Affero General Public License version 3 (or later)"[2] license, this license grants you various rights but also sets some requirements (e.g. as you benefited of the work of others, in case you do improvements you will need to offer the users of the BSC the sourcecode, or publish it at osmocom.org)
This means to use the software you don't need to buy anything from the project (you already have a License), we are happy to answer technical questions (e.g not ask how to compile it). In case you really need to buy something, there are people that can help you but this list is not the right place.

If you are working for a mobile operator just take an unused server (there should be many I guess), install Debian, setup git, build the project and attach the real BTS to it. If your BTS is not supported just make a trace on Abis from vendor's BSC and ask/post in here and probably somebody will help you. I guess BTS units for "r&d" you have plenty so you can make tests with different types and multi-TRX configs.
