Holger,
I changed the firmware of the BTS to a newer version, and now all phones, including the
iphone, attach to GPRS without issue. I'm guessing a bug in the firmware was the
cause, as that is the only variable that changed in my configuration.

use wireshark/tcpdump to generate traces, look at them, tell us what you see
and what you think this means, we can then look at your hypothesis.
