I had a very semilar problem!

Specifically, it seems the SMU Safety load is installed and the minimal configuration exists, but no actual Software is installed. Thus, the MBCCU0 and MBCCU1 remains in "No Load", i.e. no firmware running.

MBCCU0 and MBCCU1 will also remain in "No Load" when the oml objects are not created correctly. If the firmware is missing the power lamp lights up red. If it remains green the firmware should be ok - i think.

To verify if it is a problem with the oml objects you can activate the second trx with create-trx1. If MBCCU1 loads on the next startup it must be a problem with the initial, minimal configuration.
