Hi Ron,
did you verify that your sowtswitch actually supports encoding/decoding of the GSM HR Codec? You must make sure that all involved parties understand the same codec.
https://wiki.freeswitch.org/wiki/Codecs doesn't list anything but full rate and AMR.
