I want to build a mobile 2G network without needing wifi to operate it.
This question is weird: you don't need wifi for 2G, in the same way that you don't need a coat hanger to tie your valcro shoes.
It seems that you are not communicating your actual problem. A typical such question would show an error message, logs, etc.
