I am also just speculating here, but reselection != handovers, so I am quite sure those parameters must exist without activating handovers. Back in thr days when I was tweaking these (2015ish maybe?) we might not even had handovers but reselection params could be changed.

I think if you actually activate handover, you might find these params showing up, and taking effect.
I might be wrong though.
