Yes, these are leftovers of the OsmoNITB paradigm, being "I am the entire core network". If a subscriber isn't attached, it doesn't exist.
Let me rephrase: back then the subscriber database was in the OsmoNITB and non-attached subscribers did exist. The inability to recognise unattached subscribers as existing crept in during the separation of the HLR.
