In case the phone tries to do a Location Area Update or any other transaction you could
reject it with a proper reject cause.
If you want to detach a completely idle UE without waiting for an LU timer to expire you
would need to page it and then reject it I think.
This is based purely signaling theory not actually looking into osmo-bsc’s
features/options.
