Holger,
I changed the firmware of the BTS to a newer version, and now all phones, including the iphone, attach to GPRS without issue. I'm guessing a bug in the firmware was the cause, as that is the only variable that changed in my configuration.

The Nanobts 140 I have with the misbehaving firmware initializes in GPRS mode just fine, and connects to the sgsn. I have a phone that attaches fine (Motorola c168i), but the iPhone 3G still won't, as mentioned last night. I have all debugging enabled in the sgsn, but see no output when I turn the iphone on and it does a LUR. I'm going to poke around more with that later.

use wireshark/tcpdump to generate traces, look at them, tell us what you see and what you think this means, we can then look at your hypothesis.
