[PATCH] nitb/vty: Add test for E1 input keep-alive

This test checks, whether the configuration of e1_line keepalive works. It does not check, whether keep-alive is correctly implemented by the drivers. If the e1_line keepalive command is not provided by the libosmo-abis, this test will be skipped.
