Tried searching on this and didn't find much. Is rtl_fm stereo capable? When I encode
with lame's "-m s" flag the output is at half the sample rate (ie: speeded
up). Do I need to feed it double the sample rate, or am I barking up the wrong tree
entirely?

Nope, rtl_fm is not capable of stereo.
