I cant share a pcap atm, but I enabled debugging for RSL and CBS, and
this is how that looks:

after this on RSL only "Rx Resource Indication" messages, and CBSP keep alives.
Based on this I would say the Osmo-CBC does sends the message to the
BSC, and nothing happens between the BSC and the BTS.
