Regarding your question, the Mobile Station has no direct connection to the SS7 network, so a phone can not query a HLR.

I am sorry for my bad english, I want to implement a HLR lookup for some information. such as the site RoutoMessaging.com provides the service for charge,so I want to know how to implement by myself and not rely on the site.

you cannot implement it as you need SCCP access, i.e. be a mobile operator. Also, this is off-topic on this mailing list, as it is completely unrelated to development of a Free Software baseband protocol stack.
