As I see your Channel Requests remain unanswered from the network. Are you sure that you are using firmware compiled with enabled TX (I do not remember if it could be observed from layer1.log)? If yes, you can try not to use the ARFCN that is selected by MS automatically (in your log - 748DCS) by signal level, but try to stick on another ARFCN: e.g. 746DCS - second candidate by rxlev - or other. for this case use "stick 746" option and check for network's answers (ImmAss or ImmAssReject). You can also try to use other SIMs.
