voice.raw is generated by l1ctl.c (without the dsp_sniff patch). perhaps u missed that code : http://cgit.osmocom.org/cgit/osmocom-bb/commit/?h=sylvain/testing&id=60e...
That code doesn't exist anymore, in any branch.
