Hey,
I am working on Android Mobile Operating System. Is it possible for me to
port osmocom GSM stack to any of the Android compatible mobiles.

You're free to do that, as long as you stick to the gpl license :)
But what do you want to do with the stack, I think it's useless if you
don't have access to the baseband chip.
