This significantly improves the ttcn3-bts-test pass/fail ratio in the frequency hopping configuration: TRXDv1 lets the transceiver (osmo-trx-proxy) send us NOPE.ind, which we rely on to keep driving uplink bursts even when no downlink burst was received. Other projects like Wireshark also automatically enable/disable certain features at configure-time depending on available dependencies. If we go for `no` as the default, then it simply does not make sense to have `trxcon` target in the top-level `Makefile` because it will not build the actual binary. I would rather make it `yes` by default and simply remove `trxcon` from the `nofirmware` recipe.
