bts-{lc15,oc2g,sysmo}: support EFR in repeat_last_sid()
The function repeat_last_sid() is implemented in the common part,
but is only used by osmo-bts-{lc15,oc2g,sysmo} models. These BTS
models call this function when they are looking to see if a
previously cached SID frame needs to retransmitted on the DL
because it is that time according to the SACCH multiframe.
Out of non-AMR codecs, this function previously supported only
FR1 and HR1, but failed to support EFR. Fix that omission.

abis_nm: Only osmo-bts re-purposes the MANUF_ID for BTS feature flags
The Manufacturer ID IE is normally used to indicate the [name of] the
manufacturer. In case of ip.access nanoBTS it is, for example, "com.ipaccess".
Osmocom decided to re-pupose this IE to indicate bts-specific feature
flags. Stop interpreting the string "com.ipaccess" as feature bitmap.
In fact, nanoBTS doesn't support runtime reporting of features (at
least not in this way), so let's mark features_get_reported = false,
resulting in the copy of bts_model->features to bts->features at the
time a BTS is initialized.

I reworked this and now have separate free and close functions which also works with (un-)registering an iofd so users don't need to go through free/alloc every time a connection is reconnected (e.g. by libosmo-netif).

I think that's not going to work, because at rlcmac level it is clear that upon certain conditions the MS has to go back to listening to BCCH.
If you wait too much, then the network my try to assign a DL TBF and fail.

I guess this can be done by the modem app itself based on some timer? i.e. if no TBF CFGs were requested during the last N seconds and there are no active ones, the modem app automatically switches back to BCCH. What do you think?

3GPP TS 48.060 sections 6.5.2 and 6.5.3 prescribe the behavior of
TRAU frame emitters under conditions of not having any speech or SID
frame to send. In the case of osmo_rtp2trau() this no-data condition
is indicated with a zero rtp_len argument to the function, but this
case was not handled correctly: a garbage speech frame (previous
buffer content for the D bits in struct osmo_trau_frame) was being
generated. The present change implements the rules of TS 48.060
sections 6.5.2 and 6.5.3: standard FR/EFR speech frame with BFI=1
for DL, special idle speech frame pattern for UL.
