another nit-pick: The log messages end up in GLOBAL and don't carry any information from which protocol/layer they related. Maybe the messages should include a 08.08 or BSSMAP or 48.008 string to give more context? And maybe at that point it makes sense to have a specific log macro like LOGP0808() ?

I thought about it too, but given that most tests only care about sending whatever l3 payload without really looking at the contents, I thought it's better leaving this generic name to explicitly denote that, and let other tests in the future writing more meaningful/exact payloads use new other functions.

CBCH is a uni-directional downlink-only *broadcast* channel. There never is any Physical Information being sent on it, and hence Ny1 doesn't apply for a CBCH. So it is indeed a rather misleading choice to go for a CBCH in this context. IIRC, Ny1 only makes sense in the context of dedicated control channels (that means, SDCCH, TCH/H and TCH/F)

I think the diagram is a bit misleading. When you implement a tunnel end (tunend), then the decapsulated IP traffic doesn't go to the operator "Core" network, but it goes to some external packet data network, in many cases the public internet.
