Cosmetic: bsc_vty: tweak msc pooling strings
Drop "to this MSC" from the NRI_STR, as it is not only used for MSC
specific configuration, but also in cfg_net_nri_* which affect all MSCs.
Drop "for this MSC" from the description of cfg_net_nri_null_del, it
affects all MSCs (unlike cfg_msc_nri_del).

It really depends on whether libosmo-gtlv is used internally only n lbosmo-pfcp or publically exposed.
If it's publically exposed (header files, structs, etc.) then I'd go for already moving it into libosmocore.git (as a separate shared object?).
If it's only used internally, feel free to keep it in libosmo-pfcp for now or more it already to libosmocore.git, whatever you prefer.

libosmo-pfcp is already now going to be used by osmo-hnbgw.
So from your response it seems that it should indeed be a separate repository, libosmo-pfcp.git.
(sorry about naming confusion: we renamed libosmo-tlv to libosmo-gtlv. I was talking about libosmo-gtlv all the while, noticing that I still need to adjust some commit logs)
Since so far only libosmo-pfcp is using libosmo-gtlv, we could put libosmo-gtlv in libosmo-pfcp.git. But I assume that at some point we will be using libosmo-gtlv for something else, so we might already move libosmo-gtlv to libosmocore now?
