PS1: @osmith@sysmocom.de about the library versions: so far I see it, there are only 2 changes:

- asn1: move asn_debug into librspro - rspro_util: asn1 decode: fix memleak when decoding fails

And asn_debug was used before by the library, now it is in the library.
