For me at least I had to setup a DNS server to resolve
erable-f.orange.fr and aes.orange.fr [I was using a SIM card that looked
like Orange France] One was for Android and one for iPhone, i forget
which was which,
and then implement an Entitlement Server to allow Wifi Calling, only
then did the WiFi Calling option appear on the device.
I recommend you capture all the packets on the WiFi AP [openWRT is great
for this] and see what DNS queries the device is making.
Admittedly this was a number of years ago and things could easily have
changed in the meantime.
