For me at least I had to setup a DNS server to resolve erable-f.orange.fr and aes.orange.fr [I was using a SIM card that looked like Orange France] One was for Android and one for iPhone, i forget which was which,

and then implement an Entitlement Server to allow Wifi Calling, only then did the WiFi Calling option appear on the device.

I recommend you capture all the packets on the WiFi AP [openWRT is great for this] and see what DNS queries the device is making.

Admittedly this was a number of years ago and things could easily have changed in the meantime.

Thanks a lot for the info.

It seems the entitlement server is used for the operators to control the access to WiFi calling if their subscriber is allow to use it. My question is on the step before using the entitlement server.
