octphy: Fixing missing payload type in ph. chan. activation

in l1_oml.c:ts_connect() the payload type (ulPayloadType) was not configured to full-rate for PDTCHF PACCHF and PTCCHF. Older octasic firmwares (below octsdr-2g-02.06.00-B964-alpha) will tolerate this, newer versions will crash during channel initalitation.
