WIP: Allow GGSN to run as non-root

this is just a mock-up to show what needs to be done.

The actual tun device would be created e.g. by system startup scripts using tunctl for the non-root user and configure the interface address, and openggsn simply needs to use that tun device name and not attempt to set the local interface address.
