oap: add vty config parsing, tweak gprs_oap_config

Move parsing of the OAP secret from gprs_oap_init() to the vty config parsing function.

Hence, in gprs_oap_config, instead of a const char* hex-string, store the actual parsed octets. Add the gprs_oap_config.shared_secret_present flag to indicate a missing shared secret config (previously a NULL char*).

In gprs_oap_init(), now merely verify that all values are present, set the state enum value accordingly and copy the values to the gprs_oap_state struct. Comment on this duplication.

Remove the now obsolete oap_config_error enum value -- the string is parsed in vty and gprs_oap_init does not encounter such errors anymore.
