All GPIO of the SAM7 have internal pull-up resistors which are enabled at boot. Thus, they should all be in high state.
Ah, it would have been too easy, Page 6 of the SAM7 datasheet confirms that: " Pulled-up input at reset PA0 - PA20 only on AT91SAM7S32/16 "
