a single (VMWare Fusion) Ubuntu 22.04 VM.

No, there is no specific requirement. You can run all parts (client, server, bankd) on a
single machine.
Can you provide a pcap file of all the RSPRO communication and logs of all osmo-resmsim-*
processes?
If you don't mind, it would also be better in the osmocom.org issue tracker for the
osmo-remsim
project. But here on the list also works.
