we can't control what is written about our software. The tun interface will be created
when the GGSN is starting. You can then add routing/masquerading and forwarding for that
interface.

that is fun. So the tunnel was created correctly but then other parts happened. Could you
run tcpdump/wireshark on tun0 and see what is being sent there?
