PCU_Tests_SNS: fix TC_pcuif_rach
The tesctcase TC_pcuif_rach expects an immediate assignment message on the AGCH but the template still uses the now deprecated (old v10 PCUIF) SAPI PCU_IF_SAPI_AGCH. With PCUIF v.11 we must use PCU_IF_SAPI_AGCH_2
