looks like instead we may want to store far_id in erabs[i]?

FAR ID is not specific to an E-RAB. Each E-RAB has two FAR IDs, it's always 1 and 2. I don't see a reason to store it in the E-RAB state. I can add constants to make it more readable, in a follow-up patch.
