PS6: IMO, it does not worth to introduce such a layering violation (i.e. parsing GSM RR messages in the PCUIF protocol logic). If osmo-pcu is fine with dropping confirmations for paging, I think it's fine to leave osmo-bts as it is. If some day osmo-pcu needs the confirmations for paging messages, it would simply stop discarding and will make use of them.
