libosmo-pfcp is already now going to be used by osmo-hnbgw. So from your response it seems that it should indeed be a separate repository, libosmo-pfcp.git.

(sorry about naming confusion: we renamed libosmo-tlv to libosmo-gtlv. I was talking about libosmo-gtlv all the while, noticing that I still need to adjust some commit logs)

Since so far only libosmo-pfcp is using libosmo-gtlv, we could put libosmo-gtlv in libosmo-pfcp.git. But I assume that at some point we will be using libosmo-gtlv for something else, so we might already move libosmo-gtlv to libosmocore now?
