It's not clear whether the `INITIAL CONTEXT SETUP FAILURE` from eNB indicates that all E-RABs requested in the `INITIAL CONTEXT SETUP REQUEST` are rejected implicitly, or does the eNB then send `E-RAB RELEASE INDICATION` explicitly?
