Support tearing down PFCP upon PS-RAB-ASS-REQ (REL)

Before this patch, RAB Assign Request containing only a ReleaseList where being discarded with an error.

This commit adds logic to allow passing those messages, and upon RAB Assign Response, tear down the related PFCP sessions before forwarding it back to the CN.

This is scenario is tested in TTCN-3 testsuite HNBGW_Tests.TC_ps_rab_release.
