bssmap_reset: pass -1 to osmo_tdef_fsm_inst_state_chg()
Since timer T4 is now defined in gsm_network_T_defs[], we can pass -1 to osmo_tdef_fsm_inst_state_chg(), so that it abort()s if the respective timer is not found.
