sgsn: fix TC_iu_attach_geran_rau: register the new TLLI

We're getting a new TLLI assigned during the attach procedure (see Allocated P-TMSI in the GMM Attach Accept message), which needs to be registered in order to receive BSSGP PDUs from BSSGP_Emulation.
