Why do you say the BTS has no prior knowledge on
whether the 4 acces burst method is used?
Because the BTS has no access to the internal scheduler state of the PCU. Only the PCU
knows that a particular PDCH block is expected to be received in form of four Access
Bursts instead of Normal Bursts, because it's the PCU who polls the MS. Given the
dynamic nature of PDCH, the BTS cannot make assumptions on whether an Uplink block is a
PACKET_CONTROL_ACK or not.
We could introduce some special PCUIF message indicating that N-th block is going to be in
form of Access Bursts, but given the scheduling advance (i.e. latency between UL and DL) I
think it would be hard to make this work reliably.
AFAIR that's being broadcasted by the BTS in CCCH?
SI13 contains the default value, which can be overridden in the polling message.
