yes, it's the backwards compat idea.

until recently Id3eefdea889a736fd5957b80280fa45b9547b792 , osmo-hnbgw never even emitted a RANAP RESET message in the first place. We only ever responded with RESET ACK. So there isn't really much point in staying backwards compatible to nothing. But the point is, osmo-hnbgw.cfg without a PLMN used to work before this patch, and we should try not to disrupt a working config.
