Osmocom_OBS_sync: fix failing on new scmsync tag

The openSUSE OBS instance has added an scmsync tag to their debian 13 meta config:

<scmsync>https://src.opensuse.org/obs/debian#13</scmsync>

This feature is not supported by the stable OBS version yet (they run current master), and so the sync fails with:

project validation error: 6:0: ERROR: Element project has extra content: scmsync

Remove the tag to fix this.
