our users expect that our software works over links with any MTU, at least from something like 1400 [VPN with overhead] to 65536 [maximum ip datagram size as used on lo].

so I think there's no strong argument for what kind of default to use, unless we want to introduce test suites [or at least individual small tests] with multiple different MTU settings
