Ah indeed, 4 bytes is only possible for an APDU but not a TPDU. See ETSI TS 102 221 Section 7.3.1.1. […]
Yes, that is correct. I would assume that CCID sees only TPDUs, so if there is something below 5 bytes, it should be indeed rejected.
