PS3: actually I'm not sure if it makes sense to merge this: * The test passes with open5gs, but fails with osmo-ggsn currently (with both kernel gtp-u and with userspace gtp-u implementation), as mentioned in https://osmocom.org/issues/6223#note-9 * I'm not sure if we want to extend osmo-ggsn so it accepts packages with such an extension header, or if the desired behavior is that they should get rejected and we should adjust the test to expect that.
