are they functionally mandatory? […]
Not funcionally mandatory in the case of osmo-stp because the check is in simple_ss7_client (because that's the place where the defaults where totally fucked up). But it was agreed it really makes sense to have them show up so that everyone understands the setup by looking at the config file.
