I  thought you meant PDU as a generic thing so I put it here. […]
the problem is the overloading of the name RSL with either "RSL Port" and "RSL protocol [message|packet|PDU".  The RSL port can (AFAIR) also transport other messages, as per its port definition.  I think among those are IPA up/down notifications.
So the generic catch-all receive at the bottom is catching something received on the RSL test port which is not a RSL message.
