My guidance on this patch started from our original conversation and your suggestion here: https://projects.sysmocom.de/issues/5548#note-43 We need the option because sites behave unpredictably when EarlyIA is enabled and bandwidth is congested. Lots of SDCCH failures which then turn into TCH failures.
